Your name has been suggested

to this Department by the President of

the Institution of Civil Engineers as

that of an Engineer well qualified to act as

undertake the task of Engineering adviser

in the investigation, and I am to say

that it will be much appreciated both by

the Government of Hong Kong and by the

Secretary of State if you can find it

possible to accept the appointment.

It is contemplated that the

mission should sail for Hong Kong in September

and it is probable that the investigation in

the Colony may occupy some eight weeks.

Free passages and expenses would, of course,

be provided by the Government of the Colony,

and the terms of remuneration for your

services would, it is suggested, be best

discussed in the first place with you at this office, if you are free and inclined to accept the appointment and could find it convenient

to visit London in the near future.
